Build with AI, instead of getting replaced by it. Community AI labs for the neighborhoods the next economic shift will hit first.

The jobs AI takes are not coming back, and the neighborhoods that lost the factories are first in line.

Operation M.A.V.E.N., Mastering Advanced Vital Economic Navigation, is a proposed initiative to build community AI labs in Cook County’s Chicago Southern R3 zones and train residents to build with AI: prompt engineering, AI product creation, and automation.

It treats AI fluency as economic survival, not digital literacy. The goal is to put residents on the building side of the shift, the same way litigation literacy puts people on the standing side of a courtroom. Same method, different system.

Operation M.A.V.E.N. is a proposed initiative at the grant-application stage. It is not yet an operating program.
